Project Title:

Crude Export Facilities at NTF, STF and Mina Al-Ahmadi.

Description:

The following is required in order to attain a sustainable production capacity of 3 MMBOPD per KPC directives:

  • Expansion to the existing tank farms to provide for additional 11.4 MMBBLS crude oil tankage operating capacity including new gravity and filling manifolds.
  • Installation of new gravity pipelines, crude oil export pumps, and metering skids with all related Infrastructure and utilities.
  • Three additional SPM'S for a total for four (two existing and two new) operating plus one spare and three dedicated 56" submarine pipelines with all infrastructure and auxiliaries.
  • Replacement of existing Telecommunications facilities with new Telecommunications facilities.
  • An additional 24" bunker fuel loading system including pumps and metering facilities.
  • An a new 60mw MEW substation located in the vicinity of the N. Pier.

Justification:

The "Crude Export Facilities" expansion program has been proposed in line with KPC directives per letter dated 27 May 96 to achieve a sustained production rate of 3 MMBOP by the year 2005 and to allow usage of North Pier exclusively for KNPC-MAA products export.

The "Export Facilities Task Force", formed on 3 Feb 97, followed by a Consultancy study by Frederick R. Harris (final report submitted on 8 Sept. 98). The Proposed Crude Export Facilities comprising of simultaneous loading operations at four CALM Buoy terminals, three new submarine pipelines each with a dedicated pump, a new MEW substation, additional 11.4 MMBBLs tankage storage capacity to maintain three days ullage, additional gravity lines, metering facilities, etc. all as detailed in the description are in accordance with the said Task Force Report and Consultancy Study.

An Additional bunker fuel submarine pipeline with onshore pumps and metering skids is required to allow simultaneous bunker fuel loading from one of the exciting terminals and one the new terminals.

Value Engineering shall be performed during Design stages to reduce costs wherever feasible.
